Carl Fagan has been a central government official working on school efficiency policy at the Department for Education since 2012. He first joined the Department for Education in 1999 and has worked in a number of roles in public sector finance, procurement and HR as well as Lifelong Learning policy development. He joined the Funding Policy Unit in 2010, spending two years working on School Funding Reform. Since becoming a School Efficiency policy official, his work included the Review of Efficiency in the Schools System (2013), the School Business Manager Grant in 2014 the publication of school efficiency tools in 2016, a new online benchmarking service in 2017 and the School Finance Self-Assessment tool in 2018. He has also been governor at a primary school in Halton.
